Perhaps there should be a "Driving Test" for power craft users..

This jet skier appears to be unaware that the line of yellow buoys mark the bathing area,

 and he should not be inside them, in the midst of swimmers.

Finally the angry swimmers got through to him, 

but he couldn't resist one final flourish before 'flouncing' out of their area.
