on the high ground of Plymouth Hoe.
The Citadel looks out onto Plymouth Sound,
forming part of the city's defences against attack from the sea.
But, from its high vantage point, it can also look back inland over the town,
thus ensuring that the citizenry don't rise up against their rulers.
