How do you create a pavement restaurant on a very steep hill?

Here is one solution that I came across in Vigo, on the Atlantic coast of Spain.

It is at the top of a very steep hill leading down to harbour.

It needs excellent anchorage to ensure that, when fully loaded with diners,

it doesn't break free and set off at high speed down the hill.
