In 2003 the city commisioned the famous city planner David Mackay, whose vision had rejuvenated Barcelona, to produced a plan to help Plymouth move forward and deal with its economic problems.
One of his strategies proposes a greater number of taller buildings on the waterfront and in the central city area. As this policy is implemented we have seen the flourishing of balconies. Some have magnificent sea views across Plymouth Sound or interesting views over the busy harbour, but some look across concrete canyons towards their near neighbours.
